what would the adavantages be on welding the flapper shut and running a 38mm wastegate from the o2

Anything that keeps it from opening effectively disables the internal gate.

i have heard of people actually removing the flapper does this work?

If you take the flapper out and leave it open you are giving air a path to take besides the turbo, it would take forever to boost if it ever did.
