if i drain my PS fluid and make it whine with RPM's will it boost my performance like a supercharger?

Yes, but only if you have a sticker to facilitate the idea to the general public.

i dont' see why not? dont' forget to buy a electric supercharger tho too

You'll also probably need a chrome or polished tube running into your intake for the doubters. No one could argue with that.
